Timothy M. Connelly has practiced law for twenty years, representing individual clients and large government organizations in a wide variety of subject matter areas, including government contract disputes and fiscal law, environmental compliance, response, and remediation, public international law issues including complex international agreements and administrative personnel discharge hearings.
In addition, Tim has served as legal advisor to source selection and contract award fee boards, advised senior Army officials on post-employment restrictions under Title 18 of the United States code and the Procurement Integrity Act, and provided fiscal law advice to major Army organizations. Recently, he was involved with international negotiations to fund and construct U.S. military facilities in the Republic of Korea, including a demilitarization facility, military headquarters, buildings, and family housing units.
Tim has frequently provided clients with solutions to environmental issues, addressing the environmental complexities of real estate transfer projects, analyzing potential environmental liability in land acquisition transactions, and advising clients on their obligations under environmental permits and regulatory programs. He was selected to be the Army's first officer assigned on a special detail to the United States Department of Justice as a trial attorney in the Environmental Defense Section of the Environment and Natural Resources Division.
No matter what the issue, Tim enjoys working with clients to understand their business and legal needs and crafting a solution that will achieve the necessary results in the most efficient way. Frequently, this can be done in a cooperative manner by working with other contractors, government agencies or other interested parties. When conciliation fails, however, Tim is prepared to pursue a focused and aggressive litigation strategy on behalf of his clients.
